This is an application for authority to wonstruct and permission to operate,a Remox/Hirt <br /> RXL 1100 thermal oxidizer for the remediation of hydrocarbon contamination at the <br /> { former Regal Station #603 at 6425 Pacific Avenue (corner Douglas Road) in Stockton, <br /> California. The site has both soil and groundwater contamination. The equipment to <br /> be used are (1) a groundwater extraction system, (2) a groundwater stripper system, <br /> (3) a soil venting and extraction system and (4) the Hirt thermal oxidizer. <br /> The groundwater and the soil are both contaminated with petroleum hydrocarbon <br /> including benzene, toluene, ethylbenzene and xylene. In addition the soil vapor has <br /> substantial amount of methane gas. This basin is known for its natural gas <br /> production, <br /> The Remox/Hirt RXL 300 is designed to destroy up to 400 SCFM of hydrocarbon at <br /> A an operating temperature of 1400° F.+. This unit is to be installed in accordance with <br /> the plan of Western Geo-Engineers, 1386 East Beamer Street, Woodland, California <br /> 95693-9603 (916-668-5300), whose report of October-November-December i990 is <br /> included in this application in its entirety as Appendix A. <br /> The objective of this work is to extract both the groundwater and soil vapor to remove <br /> the hydrocarbon contaminants from them. The groundwater will be extracted by the <br /> use of a pump. Once the groundwater is extracted, it will be passed through a <br /> sediment trap before being introduced into the air stripper. The air used <br /> bon h the <br /> air <br /> stripper will be heated. In the air stripper, almost all of the by <br /> groundwater will be removed, The hydrocarbon will thereby be transferred to the air <br /> stream. The hydrocart:on in the soil will be extracted by using a vacuum pump. <br /> The air stream from the stripper and the vapor from the soil venting system will use <br /> a common vacuum pump. This vacuum pump will also be connected to a sediment <br /> trap and vapor riser with neglilgibl e quantities <br /> of <br /> tl and <br /> rma ydrocoxidirbon.er The <br /> destroy entire <br /> air <br /> the <br /> stream from the system w <br /> hydrocarbons. <br /> The wells and the two "excavation risers" (one 6", one 4') are all manifolded in parallel <br /> so that the pumps can be pulling from all at the same time. All or any combination <br /> can be activated by opening or closing valves at the manifold. The vapor recovery <br /> system from the stripper is also connected to the manifold. Vacuum is provided by <br /> a 10 HP vacuum blower (Tuthill Corp.-M.D., Pneumatics Div, 4012-81-2350 RPM for 400 <br /> SCFM @ 5" HG) which goes into the RXL 300. Water is to be skimmed at a rate of <br /> approximately 2000 GPD from MW-1 and MW-3 through a sediment trap into a <br /> stripper. Vapors from the stripper go through the blower to the RXL 300 thermal <br /> oxidizer. Hot vapors from the thermal oxidizer are to be forced through a 3 HP <br /> blower (Rotron DR 606) into the stripper to expedite ti-,e release of vapors. The vapor <br /> extraction piping will also be connected to well MW-1 and MW-3 where it is e::pectecf <br /> that the extraction will help capture any free floating product that skimming does not <br /> L <br /> 1 <br />
