Allen August 30, 1991 <br /> Director of Municipal Utilities <br /> City of Stockton <br /> 2500 Navy Drive <br /> Stockton, CA. 95206 <br /> ( 209 ) 944--8722 <br /> RE: Exemption or Variance for placement of treated ground water <br /> to the sewer at former Regal Station 603 (EXXON) , located at 6425 <br /> Pacific Avenue and Douglas Stockton, California. <br /> Dear Mr. Allen: <br /> A meeting between Mr. Glen Birdzell and Mr. Larry Williams of the <br /> Sewer Treatment Plant, Mr. John Margowski of Wickland Properties <br /> and myself (George Converse) of Western Geo-Engineers (WEGE) took <br /> place August 27, 1991 . This meeting was prompted by an phone <br /> conversation earlier in the day, between Mr. Williams and myself, <br /> that indicated that, this site may be denied it's Sewer Discharge <br /> Permit. Wickland Properties and Western Geo-Engineers feels this <br />. is an unfair change and/or restriction (UNFAIR TAKING) of policy <br /> regarding treated ground water discharge, without proper <br /> notification, specifically for ground water clean up activities <br /> that are about to be started. Wickland has spent approximately <br /> $10,000.00 on preparing the treatment compound at this site for <br /> sewer discharge, and has endured countless delays to commence the <br /> recovery of the ground water plume that is continuing to migrate <br /> and spread an lateral extent. <br /> The ground water treatment system (method) and treatment compound <br /> has been designed for the placement of the treated ground water to <br /> the sewer. Treatment will involve approximately 1500 gallons per <br /> day ( 1 gallon per minute) of ground water contaminated with <br /> gasoline range hydrocarbons . The ground water will pumped from <br /> two monitor wells MWl and MW3 into a sediment tank ( solids trap) <br /> and then into a heated air stripping tank. The ground water will <br /> then be batch treated (approximately 250-300 gallons for 4 hours ) <br /> prior to being dumped to the sewer, through a flow meter and LEL <br /> meter set at 20% LEL for gasoline as alarm and 40% LEL cTasoline <br /> for auto shut down. Initial contact for the sewer discharge was <br /> made in March, 1989 . From that time until January, 1991 , I have <br /> contacted Mr. Williams as to the time frame and need for the final <br /> permit. These conversations indicated that the permit need not be <br /> submitted until we receive the Laboratory results from the initial <br /> start up of the system and then an amount of discharge to be <br /> accepted to the sewer and rate schedule could be set for this <br /> site. <br /> i <br /> 1 � <br />
