REG 643 UPDATE-6 2/21/92
•
5 . Analysis for Total Cholaforms indicate an active bio-
colony at the perimeters of the hydrocarbon plume, fecal
choliform was below detection limits.
RECOMMENDATIONS
1 . Continue the quarterly ground water sampling and .include
the data in twice yearly update status reports.
2. Proceed with the construction of the natural gas and
electrical laterals needed for the "Hartz" incinerator.
3 . Construct the manifolding for water treatment and vapor
recovery needed to install the "Hartz" incinerator, and
once the Authority To Construct has been approved
install the incinerator.
4. Once the installation of the "Hartz" incinerator has
been completed notify San Joaquin County Air Quality
for site inspection to obtain Permit to Operate.
5 . Start vapor recovery from MW10 and excavation wells
after Permit to Operate has been obtained.
6 . Proceed with a one week water treatment/aquifer test
during the initial start up of the incenerator. After
completion of one month of vapor extraction, evalute the
need for water treatment.
1. 3 DISCUSSIONS OF COMMENTS FROM SAN JOAQUIN COUNTY SITE REVIEW
LETTER, DATED DECEMBER 5, 1991, see Appendix A.
1. San Joaquin County Health (PHS/EHD) denied our request
for submitting semiannual reports, instead of quarterly
reports. PHS/EHD also request that they receive 48 hours
notice prior to sampling, "inspections of sampling events is
an important aspect of local regulatory oversight" .
!r a L Coal VVL-L L. l
We are currently sampling monitor wells MW2 , MW3, MW4, MW5 ,
MW7 and MW8 for fecal coliform on a monthly bases, as
requested by Mary Mays of PHS/EHD during here inspection of
our sampling events on December 17, 1991, see Table 1 .
3 . "Please submit an alternate disposal plan for treated
groundwater" .
• WEGE will evaluate the need for an alternate disposal plan
for treated ground water, once the vapor extraction system
PAGE 2
