Testing and <br /> inspection procedures are based on good engineering practices from a variety of sources, <br /> including Oregon Department of Transportation's Maintenance Yard Environmental <br /> Management System Policy and Procedures Manual(December 2012)and New York <br /> Department of Environmental Conservation's Program Policy DER 16, Inspection of Plastic <br /> Tanks (September 2007). The developed procedures require plastic tanks and associated <br /> equipment to be visually-inspected monthly and to be integrity tested whenever damage is <br /> detected during inspections. Supplemental information on the inspection and testing of plastic <br /> tanks at the facility is provided in Attachment D. <br /> 4.7 Visible Discharges <br /> Any visible discharges will be promptly corrected. Any accumulation of oil will be promptly <br /> removed from diked areas and spill buckets. <br /> 4.8 Security <br /> The facility has 6-foot fencing topped with barbed wire and security gates that are locked during <br /> non-business hours. Perimeter alarms are located throughout the facility inside the security fence <br /> to provide additional security. Starter controls on oil pumps are located in areas only accessible <br /> to authorized personnel. Lighting is sufficient to prevent acts of vandalism and assist in the <br /> discovery of oil discharges. <br /> 4.9 Personnel Training <br /> Oil-handling personnel are trained in the operation and maintenance of equipment to prevent <br /> discharges;discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations; general facility operations; and, the contents of the facility SPCC Plan. <br /> Discharge prevention briefings highlighting known spill events or failures, malfunctioning <br /> equipment, and recently-developed precautionary measures are held at least once per year as part <br /> of monthly safety meetings. Records of these briefings and training are maintained in the office. <br />
