Simplot Grower Solutions—4863 Carpenter,Stockton CA Date: September 2019
SPILL PREVENTION CONTROL AND COUNTERMEASURE PLAN Page: 13
4.6.2 Plastic Tanks
There is no applicable industry standard for testing and inspecting plastic tanks. Testing and
inspection procedures are based on good engineering practices from a variety of sources,
including Oregon Department of Transportation's Maintenance Yard Environmental
Management System Policy and Procedures Manual(December 2012)and New York
Department of Environmental Conservation's Program Policy DER 16, Inspection of Plastic
Tanks (September 2007). The developed procedures require plastic tanks and associated
equipment to be visually-inspected monthly and to be integrity tested whenever damage is
detected during inspections. Supplemental information on the inspection and testing of plastic
tanks at the facility is provided in Attachment D.
4.7 Visible Discharges
Any visible discharges will be promptly corrected. Any accumulation of oil will be promptly
removed from diked areas and spill buckets.
4.8 Security
The facility has 6-foot fencing topped with barbed wire and security gates that are locked during
non-business hours. Perimeter alarms are located throughout the facility inside the security fence
to provide additional security. Starter controls on oil pumps are located in areas only accessible
to authorized personnel. Lighting is sufficient to prevent acts of vandalism and assist in the
discovery of oil discharges.
4.9 Personnel Training
Oil-handling personnel are trained in the operation and maintenance of equipment to prevent
discharges;discharge procedure protocols; applicable pollution control laws, rules, and
regulations; general facility operations; and, the contents of the facility SPCC Plan.
Discharge prevention briefings highlighting known spill events or failures, malfunctioning
equipment, and recently-developed precautionary measures are held at least once per year as part
of monthly safety meetings. Records of these briefings and training are maintained in the office.
