EI Dorado Rd., French Camp, CA 95231 (APN 19316006).
San Joaquin County Environmental Health Department (EHD) staff conducted a complaint investigation of
the waste tires located at 7666 S. EI Dorado Rd., French Camp, CA on May 4`", 2005. The site was
evaluated for compliance with applicable sections of Title 14 California Code of Regulations (T14 CCR).
On the above date, it was determined that more than 500 waste tires were being stored on site. The EHD
observed on the above date, three areas of loosely piled waste tires and one semi trailer fully loaded with
waste tires. A letter of violation and schedule for compliance was sent to the owner of the property on May
5'h, 2005 that listed the following violations of T14 CCR.
T14 CCR 17351
Fire Prevention Measures
T14 CCR 17353
Vector Control Measures
T14 CCR 17354
Storage of Waste Tires
On May 9"', 2005, Allen Coon, the attorney representing the property owner, contacted the EHD. The EHD
required that all waste tires are to be removed from the premise, and that all waste tires are to be transported
by a registered waste tire hauler to an authorized destination facility and properly manifested.
On August 19'', 2005, the EHD revisited the site to verify that the schedule for compliance had been met. It
was observed on this date that the semi trailer fully loaded with waste tires was removed, but the other
loosely piled waste tires were not removed.
Since compliance has not been met at this premise, legal action may be necessary at this time. However, to
preclude any injustice to you, you are requested to appear to show cause why legal action should not be
taken against you.
An Office Hearing has been scheduled on Monday, September 26`s, 11:00am, at 304 East Weber
Avenue, Third Floor, Stockton, California.
If you have any questions please contact Ted Tasiopoulos, Sr. REHS at (209) 953-7698.
FILE COPY
Robert McClellon, Supervisor REHS
Environmental Health Department Certified Letter #
-7 199,
cc: Laura Niles, CIWMB, Waste Tire Management,
Tire Facility Permitting & Hauler Registration, Mail Stop 22a
