Eleventh Street <br /> Tracy, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Quarterly Report" dated July <br /> 27, 1994, prepared by Geological Audit Services, Inc. for the above <br /> referenced site. <br /> The contaminant levels in the groundwater sample from monitoring <br /> well one (MW1) were significantly reduced from previous sample <br /> results . The groundwater samples obtained from MW1 in March 1993, <br /> September 1993, and March 1994 were diluted for analysis (1 :10, <br /> 1:5, and 1 :3 respectively) , which is still not being indicated on <br /> the table of groundwater results . The groundwater sample obtained <br /> in June 1994 from MW1 did not require dilution. <br /> Contaminated soil and groundwater exist at this site and active <br /> remediation must occur. The extent of soil contamination to the <br /> north, east and west has not been defined, if further excavation is <br /> not proposed then soil samples via borings should be obtained to <br /> define the extent of soil contamination so that proper remedial <br /> alternatives can be evaluated. In addition, the extent of <br /> groundwater contamination to the west has not been addressed. <br /> Once the extent of soil and groundwater contamination has been <br /> defined then a Problem Assessment Report (PAR) must be submitted to <br /> PHS/EHD. Pursuant to the California Code of Regulations, Title 23, <br /> Division 3 , Chapter 16, Article 11 (Corrective Action <br /> Requirements) , Section 2725, a feasibility study shall be conducted <br /> to evaluate at least two alternatives for restoring or protecting <br /> groundwater. This feasibility study is to be included in the PAR. <br /> The July 27, 1994, "Quarterly Report" states that a vapor <br /> extraction/air sparging pilot study may be considered. If vapor <br /> extraction or air sparge wells are required to conduct this study, <br /> then a work plan for their installation as well as any soil borings <br /> or monitoring wells required to define the extent of the <br /> contamination at the site should be submitted to PHS/EHD. <br /> A IN%ision of San Joaquin C4mnty Health Care Services <br />
