"Response to PHS-EHD Letter of July 28, 1999" received October 18, 1999 and offers the <br /> following comments. <br /> Your consultant's rationale for not remediating the petroleum-contarninated soil in the area of the large underground <br /> irrigation pipe by over-excavation is acceptable. The age of the pipe and the potential costs for repair of the fragile pipe, <br /> added to the reluctance of the water district to provide access,support the conclusion that over-excavation in this area is <br /> Enot cost-effective or possible. <br /> Due to the presence of soil contamination at 15.5 feet to 16 feet below ground surface (bgs),at MW-3 that has not <br /> been vertically or laterally defined,PHS-EHD will require further investigation in this area. Additionally,recent rises in <br /> petroleum concentrations in the groundwater from MW-9 will need to be evaluated and the source of the increasing <br /> groundwater degradation will need to be defined prior to PHS-EHD completing your closure evaluation. <br /> PHS-EHD requires you to continue your subsurface investigation and to submit a work plan that includes the above <br /> noted items concerning MW-3 and MW-9 areas. Your report of findings is to include a map of all of the petroleum <br /> contaminated soil lateral extent and a cross-section showing the vertical extent of the sod contamination. <br /> c <br /> Once the full extent of the soil contamination has been defined,a feasibility study that is based on site specific field data <br /> t collected to evaluate possible remedial alternatives(at least two)is to be submitted to PHS-EHD. Although over- <br /> excavation in the irrigation pipe area has been determined not to be a feasible alternative,other methods are to be <br /> evaluated and field tested and included in the study. Please include a cost breakdown and time schedule you estimate <br /> each of the two alternatives will require. PHS-EHD will evaluate the Feasibility Study and advise you if the methods you <br /> have recommended are appropriate for the site and if a cost-effective alternative can be utilized. <br /> The work plan for the required continuing subsurface investigation should be submitted by December 13, 1999. The <br /> well permit application and$89 permit fee should be submitted with the work plan.
