Eleventh St. <br /> Tracy, CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed activities at the above referenced facility. According to PHS/EHD files, <br /> there was an unauthorized release of regular gasoline from a ruptured tank at this site in <br /> 1979. In January 1994), five underground storage tanks (USTs) were removed from this <br /> site. PHS/EHD staff noted odor and discoloration of soil beneath all of the tanks. Soil <br /> sample results confirmed petroleum contamination from the USTs. <br /> In March of 1992, three monitoring wells were installed north of the UST excavations. <br /> The "Site Investigation Report" dated April 7, 1992, prepared by EVAX Technologies, <br /> Inc., of Scotts Valley, California evidences hydrocarbon contamination of groundwater <br /> and soil. <br /> A survey of wells within 2000 feet of the site should be conducted. This will identify any <br /> gradient influences and possible direction of contaminant plume migration. <br /> A second round of groundwater sampling and further groundwater level measuring <br /> should be done to confirm the results of the first round of groundwater sample results <br /> and provide more information on the site specific gradient. <br /> Additional monitoring wells to physically define the horizontal and vertical extent of the <br /> soil and groundwater contamination should be installed. Once this has been <br /> accomplished, remediation alternatives can be explored and a remediation plan can be <br /> formulated. <br /> Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California <br /> Code of Regulations, Title 23, Chapter 16) a quarterly monitoring report shall be <br /> submitted to Public Health Services, Environmental Health Division and Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) until the investigation and cleanup <br /> of the site is deemed adequate.
