Unfortunately, I am unable to <br /> pre-approve the costs at this time. <br /> The bid7that was'submitted by=W right-Environmental-Services;Inc.'appears-unreasonable-for-the <br /> scope of services. The workplan, dated December 9, 1999, does not give the approximate depth <br /> of the eight borings,however, 80 hours of labor appears excessive for the proposed scope of <br /> work: The $425 per sample for lab analysis is higher than the rate normally seen for this lab <br /> work. It is unclear why the monitoring well construction is included in the bid; the document <br /> that was approved by San Joaquin County did not include direction to construct a monitoring <br /> well. Is the $4,200 charge for Soil/Boring-Sampling Soil & Groundwater the charge for the <br /> driller? <br /> Because of these discrepancies, I recommend that you clarify the scope of work to be <br /> performed and obtain three competitive bids for the proposed scope of work. Typically, three <br /> bids are required for all corrective action work except for work that is both within scope of a j <br /> previously competitively bid contract and is required by the regulatory agency. 7 <br /> When you have obtained the bids, submit a copy of your request for bids and a list of all fines <br /> invited to bid along with copies of all bids and other correspondence that you receive. At that <br /> time, Fund staff will evaluate the bids and make a determination regarding pre-approval of costs <br /> for this proposed work. <br />
