<br /> 5/11//2009 2004 have significantly reduced contamination leaching to groundwater. Based upon 48 quarters of
<br /> groundwater monitoring showing a stable plume with declining concentrations, the limited extent of
<br /> contamination remaining in soil and groundwater, no foreseeable changes in land use, and no applicable
<br /> ESLs exceeded, Regional Board staff concur with San Joaquin County's Closure Recommendation. kk
