October 10, 2003 <br /> San Joaquin County <br /> Public Health Services <br /> Environmental Health Division <br /> 304 E Webber Ave , Third floor <br /> Stockton, CA 95202 <br /> ATTN: Mr. Mike Infurna, <br /> Re Cox & Cox 595 E 11`h Street,Tracy, CA 95736,PHS-E111) Site Code 1933 <br /> Request to Implement Interim Remedial Action (Limited Excavation MW-3&9) <br /> Dear Mr Infurna, <br /> Wright Environmental Services, Inc (Wright) has prepared this supplement to the CAP <br /> approach for the San Joaquin County Public Health Service Environmental Health <br /> i Division (PHSEHD) on Behalf of Cox and Cox (responsible party) for the above <br /> referenced site <br /> Summary <br /> The PHSEHD has reviewed the CAP and the Wright recommendation of using <br /> augmented native biologic processes as a remedial option on the dissolved groundwater <br /> plume at the site The plume is effectively static, however Total Petroleum Hydrocarbons <br /> as Gasoline (TPHG) have been rising This rase is attributed to residual TPHG in and <br /> around monitoring wells (interpreted as located in capillary fringe and upper portions of <br /> the aquifer)Just down gradient from the former tank pat <br /> The site has several constraints upon it, including mobile home trailers, numerous <br /> unplotted domestic water supply lanes, unplotted electric and natural gas subsurface <br /> utilities, a large diameter agricultural irrigation water pipeline and City of Tracy <br /> subsurface utilities ("utilities) The presence of the plotted and unplotted utilities, the <br /> location of trailers and the location of the dissolved plume underlying these structures led <br /> Wright to conclude that an "in-situ" process using native biologic microbes and enhanced <br /> application and distribution methods would limit subsurface disturbance and improve <br /> remediation efficacy by reaching residuals interpreted to arise in the vadose zone and <br /> upper portions of the aquifer near these monitoring wells <br /> Page 1 <br />
