Box 193965 <br /> San Francisco, CA 94119-3965 <br /> OBSERVATIONS MADE BY: Traci Grizzle and Kathryn Curtis DATE: May 3, 1993 <br /> FACILITY REPRESENTATIVE(S) and TITLE(S): Jack Vaughn, property owner <br /> SFI'E: Cox and Cox Property <br /> EPA ID: CAD 983649294 <br /> A site reconnaissance was conducted at the Cox and Cox Property (Cox & Cox) site on May 3, <br /> 1993. The weather was slightly cloudy and the temperature was approximately 70°F. The Bechtel <br /> Environmental, Inc. (BEI) team, Traci Grizzle and Kathryn Curtis, were to conduct the site <br /> reconnaissance at 10 a.m. with Ed Frenchi, the business tenant and operator at the Cox & Cox site, <br /> to gather information on the site location and size, site history,processes used, and any hazardous <br /> waste generated, treated, stored or disposed of on site. Mr. Frenchi, however, did not attend the <br /> scheduled visit, and could not be contacted. Instead, the site reconnaissance visit was conducted <br /> with Jack Vaughn, the property owner, at 10:30 a.m. The BEI team was granted permission to <br /> tour the site unescorted and to take photographs. The site owner, however, suggested that the BEI <br /> team contact his lawyer for any further information. <br /> The following information was obtained during the site reconnaissance: <br /> Cox & Cox is in a relatively flat, commercial area of Tracy. The site consists of a 1.4-acre lot <br /> occupied by Mr. Ed's Mufflers and Brakes at 595 East Eleventh St., a trailer park at 507; East <br /> Eleventh St., and a vacant building at 599 East Eleventh St. 'fie site is bordered on the north by <br /> an unpaved alley and Tracy Joint Union High School,on the south by Eleventh Street, on the west <br /> by Cox Brothers' Firestone tire service,and on the east by a vacant dirt lot. <br /> Mr. Ed's consists of a garage with an office area, a reception area, an outdoor drum storage area, <br /> and a paved parking lot. A former underground storage tank area is now an excavation pit, <br /> approximately 25 feet long by 33 feet wide and 11 feet deep, surrounded by a 6-foot-high <br /> chain-link fence topped with barbed wire. The area was excavated to remove underground <br /> gasoline and waste oil storage tanks in 1990. A large bin in front of the former underground <br /> storage tank area is used to store equipment. Soil from the excavation is uncontained and piled in <br /> the northeast corner of the trailer park. The adjacent trailer park houses 14 residential trailers and a <br /> laundry facility for coin-operated washers and dryers. The vacant building on site is approximately <br /> 30 feet wide by 45 feet long, with a parking lot. The perimeter of the site is fenced,except for the <br /> side that borders Eleventh Street.
