r <br /> 2.2 Site Description <br /> r Cox & Cox is in a relatively flat, commercial area of Tracy. The site consists of a 1.4-acre lot <br /> occupied by Mr. Ed's Mufflers and Brakes (Mr. Ed's) at 595 East Eleventh St., a trailer park at <br /> 507; East Eleventh St., and a vacant building at 599 East Eleventh St. The site is bordered on the <br /> north by an unpaved alley, across from Tracy Joint Union High School;on the south by Eleventh <br /> Street; on the west by Cox Brothers' Firestone fire service; and on the east by a vacant dirt lot. (5) <br /> Mr. Ed's consists of a garage with an office area, a reception area, an outdoor drum storage area, <br /> and a paved parking lot. A former underground storage tank area is now an excavation pit <br /> surrounded by a 6-foot-high chain-link fence topped with barbed wire. A large bin in front of the <br /> former underground storage tank area is used to store equipment. The adjacent trailer park, to the <br /> north of Mr. Ed's, houses 14 residential trailers and a laundry facility for coin operated washers <br /> and dryers. The vacant property consists of a 30-foot by 45-foot building and a parking lot. <br /> Excavated soil and concrete from the former underground storage tank area at Mr.Ed's is piled in <br /> the northeast corner of the trailer park. The perimeter of the site is fenced,except for the side that <br /> borders Eleventh.Street. Mr. Ed's lot and the lot with the vacant building are paved, while the <br /> ground surface in the trailer park is gravelled. (5) The site layout is shown in Figure 2-2. <br /> 2.3 Operational History <br /> The Cox & Cox site was undeveloped until approximately 1938, when A. R. Glover opened a <br /> service station and a trailer park on site that he operated until the late 1950s. (6, 7) In the late <br /> 1950s, Elroy and Claude Cox leased the site property and continued operations of the service <br /> station and the trailer park. In approximately 1958,A.R.Glover had a 30-foot by 45-foot building <br /> constructed at 599 East Eleventh St.,where the Coxes operated a tire service. The Coxes bought <br /> the site property from A.R. Glover in 1970. At this time the Coxes relocated their tire service off <br /> site, but continued to operate the service station until 1982 when they sold their property to Jack <br /> Vaughn and Darryl Christensen. (8, 9) The service station remained in operation under the <br /> ownership of Jack Vaughn and Darryl Christensen until 1984 (10). From about 1984 until 1989, <br /> several business tenants operated on site,including a used car lot,a detail shop, a stereo store, and <br /> a welding shop. The business names and the exact chronology of their operations on site were not <br /> available at this time. (8, 11) Ed Frenchi, operator of Mr. Ed's, has been on site since <br /> approximately 1984; Mr. Ed's operated for 4 years at 599 East Eleventh St. and 5 years at his <br /> current location, 595 East Eleventh St. The property for Mr. Ed's, the vacant building, and the <br /> trailer park remain under the ownership of Jack Vaughn and Darryl Christensen. (9, 11) <br /> The waste management practices on site prior to the late 1950s are not known. During Elroy and <br /> Claude Cox's ownership of the service station, hazardous substances on site included cleaning <br /> solvents stored in the garage area, and gasoline and waste oil maintained in underground storage <br /> tanks. The disposition of the onsite wastes and the type of cleaning solvents used are not known. <br /> (7, 8) However, a 500-gallon underground waste oil tank containing waste oil sludge was left on <br /> site by the Coxes. From 1982 to 1984, under the ownership of Jack Vaughn and Darryl <br /> Christensen,the only onsite activity at the service station was pumping gasoline. The gasoline was <br /> maintained in underground storage tanks. Jack Vaughn and Darryl Christensen performed oil- <br /> changing off site at the neighboring tire service, but deposited waste oil in the underground waste <br /> oil tank remaining on site at the service station.
