M1.0 Executive Summary
Wright Environmental Services, Inc (Wright) performed a soil excavation and disposal
for the site at 595 East 11th Street in Tracy, California The San Joaquin County
Environmental Health Department (SJC EHD) reviewed the corrective action plan and
area of proposed excavation in the Wright report and work plan dated October 10, 2003
and in field discussions with Wright personnel. SJC EHD representatives observed
portions of the excavation work, dewatering point placement and all soil and water
sampling Two monitoring wells (MW-3 and MW-9) were abandoned under SJC EHD
permits during the excavation since the wells were located within that area. The purpose
of the work was to remove suspected residual soil petroleum contaminants in the vadose
zone, capillary fringe and upper aquifer strata in the area of the historically observed
groundwater plume
The excavation was dewatered during the work and approximately 900 cubic yards of
soil was shipped to the Forward Landfill in Manteca and about 239,250 gallons of water
was treated on-site using carbon for disposal to the City of Tracy sanitary sewer outfall
under the appropriate approved pernut Wright estimates that about 787 gallons of TPHG
and 41 gallons Benzene were removed contained in soil and 2 3 gallons TPHG and 0.21
gallons Benzene were removed dissolved in the groundwater
Some of the residual contaminant soil source cannot be removed due to the large
irrigation and City sewer lines in the plume area vicinity
Wright recommends the following
Groundwater monitoring is scheduled to continue at quarterly intervals for the
site
• Monitoring wells MW-3 andMW-9 will be re-installed at the locations discussed
with the SJC EHD representative
• Wright will contact the SJC EHD regarding the need for additional work
following their review of flus report
