Robert McClellon,R.E.H.S. <br /> Program Manager Fax: (209} 464-0138 Mark Barcellos,R.E.H.S: <br /> MICHAEL SOUZA OCT 1 0 2003 <br /> SOUZA II LLC <br /> 105 E TENTH STREET <br /> TRACY CA 95376 <br /> RE: Souza 11 LLC SITE CODE 1283 <br /> 612 West Eleventh Street RO: 1283 <br /> Tracy,CA 95367 <br /> On 02 October 2003,representatives of the San Joaquin County Environmental Health <br /> Department(EHD)met with John Lane of Ground Zero Analysis,Inc.and Patrick Riddle, <br /> Attorney At Law,at the EHD office to review the status of the site at 612 West Eleventh Street, <br /> Tracy,California,for closure consideration. <br /> The EHD presented its view of the current state of the site assessment and requested completion <br /> of the following before EHD continues evaluation the site for closure: <br /> • Delineation of the vertical extent of soil and groundwater contamination by advancing a <br /> boring twenty-five to thirty feet in depth,terminating at the clay layer beneath the former <br /> Tank 4 location,and collecting continuous soil samples and a grab groundwater sample at <br /> total depth; <br /> • Recalculation of the hydrocarbon mass with inclusion of the total petroleum hydrocarbon <br /> as gasoline result of 1700 milligram per kilogram from soil sample TS2 T4-13E,as well as <br /> data collected from advancing the proposed borings; <br /> • Analysis of groundwater samples for 1,2-dichloroethane and report results at a detection <br /> limit of 0.5 micrograms per liter,the maximum contaminant level for drinking water <br /> adopted by the California Department of Health Services; <br /> • Modeling of the transport of submerged hydrocarbon mass,with estimated parameters of <br /> sorption,desorption, seepage rate,dispersion,diffusion,and natural attenuation; and <br /> • Testing the transport model by advancing a boring down gradient to the impacted plume <br /> if access to a suitable location can be reasonably obtained. <br /> At the 02 October 2003 meeting,Ground Zero Analysis,Inc. indicated agreement with the <br /> concerns and recommendations of EHD to delineate the vertical extent of soil and <br /> groundwater contamination at this site. Please submit a work plan to conduct the necessary <br /> additional site characterization. <br />
