In 1990, the <br /> tanks and contaminated soil were excavated and the soil was stockpiled. The <br /> stockpiled soil was spread and aerated until hydrocarbon contamination was no <br /> longer detected. In a 16 October 1990 report on the excavation, metals <br /> analyses performed on stockpile samples showed that, the total concentrations <br /> of the metals barium, chromium, lead, and nickel exceed the Soluble Threshold <br /> Limit Concentrations (STLC) established in Title 22 of the California Code of <br /> Regulations. Until proven otherwise, the total reported concentrations must <br /> be assumed to be the soluble concentrations. Therefore, when the STLC is <br /> exceeded, Section 66700(b) of Title 22 requires that the WET be performed to <br /> determine the actual soluble concentrations. In 1990, no background samples <br /> were collected and the WET was not carried out. <br /> Therefore, to comply with the requirements of Title 22, a minimum of three <br /> background soil samples must be collected and the pH of the samples measured. <br /> If the pH of the soil is less than 6, then the WET with citrate buffer is to <br /> be performed. If the pH of the soil is greater than or equal to 6, then <br /> deionized water may be used in the WET. EPA Method 6010 is to be performed on <br /> the extract from the WET. <br /> By 15 May 1992, submit a work plan for collecting and analyzing the soil <br /> samples, including the sample locations, and by 15 July 1992, submit the <br /> results of the WET and any other analyses that have been performed. If the <br /> analytical results indicate no additional contamination problems, closure of <br /> this site is recommended.
