STATE OF CALIFORNIA
PETE WILSON Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL
OARDCENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A '
SACRAMENTO, CA 95827-3098
FAX:PHONE: (916) -5686 00 L Oxy '4
FAX: 916 361-5686
a
SEP 18 inn,
17 September 1991 ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. James Wang
Diamond Properties
2546 Derby Drive
San Ramon, CA 94583
DIAMOND PROPERTIES (CLEANUP AND ABATEMENT ORDER NO. 90-700), 701 WEST 11TH
STREET, TRACY, SAN JOAQUIN COUNTY
We have reviewed the "Summary Report, Ground Water Monitoring and Project
Conclusion/Recommendation", dated 10 July 1991, prepared by your consultant,
Geological Technics. Due to the continued presence of hydrocarbon
contamination in the ground water, we require at least three more quarters of
ground water sampling. Quarterly reports will , therefore, be due on 15
October 1991 and 15 January and 15 April 1992. After the April 1992 report,
if the ground water conditions have improved or remain unchanged, we will
consider approval of the closure request and will forward a recommendation to
the Executive Officer for recision of Cleanup and Abatement Order No. 90-700.
In addition, the contents of our file, including reports, do not establish the
status of MW-6 and the vapor extraction system. MW-6 has not been sampled
since June 1990 but it was not abandoned when MW-2 and MW-4 were abandoned.
We have no information on the operation of the soil vapor system, other than
the fact that it was installed in the former excavation. Please submit, with
your 15 October 1991 quarterly report, information on the status of MW-6 and
the operation of the vapor extraction system.
Copies of all reports and correspondence are also to be forwarded to San
Joaquin County Public Health Services. If you have any questions, please call
me at (916) 361-5726.
ELIZA H A.
