CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-700 <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> DIAMOND PROPERTIES, INC. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereinafter Board) , finds that: <br /> 1 . Diamond Properties, Inc. , (Diamond) owns the property at 835 West 11th <br /> Street in Tracy. This site was formerly operated as a gasoline service <br /> station. Diamond knew that the property contained underground tanks <br /> used to store gasoline. The site location is shown on attachment "A" <br /> which is made a part of this order. <br /> 2. Petroleum hydrocarbons were first detected in soil and ground water in <br /> February 1988. These wastes were discharged from underground tanks on <br /> Diamond's property. <br /> 3. Three ground water monitoring wells were installed at the site in <br /> October 1988. The investigation confirmed that petroleum hydrocarbons <br /> were present in ground water beneath the former tank excavation. <br /> 4. On 20 September 1989 Board staff requested that Diamond conduct further <br /> investigations to determine the extent of soil and ground water <br /> contamination resulting from the discharge of petroleum hydrocarbons. <br /> 5. In response to Board staff's request, Diamond conducted a soil vapor <br /> survey and collected an additional round of samples from the three on- <br /> site monitoring wells. Hydrocarbons were detected in soil vapor near <br /> the southern boundary of the site. This is also the area where the <br /> former pump islands were located. <br /> 6. The interim monitoring report, dated 31 October 1989, included a <br /> proposal for installation of a temporary upgradient monitoring well , to <br /> be sampled and immediately abandoned. This proposal was intended to <br /> investigate whether the contaminants on the Diamond property originated <br /> from an off-site source. The report also notified Board staff that the <br /> City of Tracy has proposed widening the roadway adjacent to the site. <br /> The planned roadway will cover most of the former tank area. The <br /> proposal suggested alternative locations for replacing the monitoring <br /> well near the tank area which would be destroyed during construction of <br /> the new roadway. <br /> 7. On 13 December 1989 Board staff notified Diamond that the proposed work <br /> plan was not adequate to define the extent of hydrocarbon contamination <br /> related to the former underground storage tanks. Board staff again <br />
