ENVIRONMENTAL HEALTH <br /> PERMIT ISPRVICEa No. P 057 282 357 <br /> 2546 Derby Drive <br /> San Ramon, CA 94583 <br /> DIAMOND PROPERTIES SITE, 825 WEST 11TH STREET, TRACY, INTERIM MONITORING <br /> REPORT AND WORK PLAN FOR PHASE II PROBLEM ASSESSMENT <br /> We have reviewed your 31 October 1989 Interim Monitoring Report, and the <br /> 6 December 1989 Work Plan for Phase II Problem Assessment prepared by your <br /> consultant Geological Technics, Inc. , for this site. Both documents propose <br /> essentially the same scope of work. As we indicated in our 27 November 1989 <br /> comments (copy enclosed) , the proposal to install only upgradient wells and <br /> monitor the existing wells quarterly for six months cannot be approved because <br /> upgradient wells alone will not adequately define the extent of soil and <br /> ground water contamination. <br /> Because the planned widening of the adjacent roadway will involve areas of <br /> known contamination, an accelerated investigation and remediation program will <br /> be necessary to assure that the extent of contamination is defined prior to <br /> construction of the roadway. Please submit a work plan for completing a <br /> Problem Assessment Report by 5 January 1989. To assure acceptance of the work <br /> plan, it must include an adequate number of soil borings and ground water <br /> monitoring wells to define the full extent of soil and ground water <br /> contamination. <br /> If an adequate work plan is not submitted, Board staff will consider an <br /> enforcement order which will include a timetable for completing the <br /> investigation in a timely manner. <br /> If you have any questions, please call me at (916) 361-5731. <br /> �-_-- <br /> THOMAS D.
