J`
Former Discovery Chevrolet June 17, 1998
Tracy,California SWRCB Closure Anneal Letter
i
shallow groundwater in the area is no longer utilized for domestic purposes. The most
productive water wells in the Tracy area are those wells completed within the lower aquifer
zones of the San Joaquin Valley alluvium. According to Department of Water Resource
records, the nearest well to the site is 700 feet north-northwest of the site and is completed to
427 feet bsg. In a municipal well located approximately 1,500 feet east of the site, the depth of
the sanitary well seal is reported to be approximately 190 feet. An apparent water well
discovered outside of the northwest corner of the service bay area at the site was measured to a
depth of approximately 145 feet. This well is scheduled to be destroyed later in 1998 as a part
of the site closure operations.
At the request of the SIC PHS/EHD, a Corrective Action Plan has been submitted for the site
for excavating hydrocarbon-impacted soil in the area of the former gasoline USTs. However,
based upon the removal of the USTs, the cumulative analytical data summarized above, the
overall historical trend indicating a reduction in hydrocarbon concentrations in the groundwater
beneath the site, and the unlikely present or future beneficial or potential beneficial uses of the
shallow impacted groundwater present beneath the site, it is our opinion that this site qualifies
as a Low Risk site and should be closed. For these reasons, we have requested on behalf of
Ms. Michelle Nokes that an Expedited Case Closure Review be performed and regulatory Site
Closure be granted for this site by the SWRCB. Additional remediation of soil and
groundwater would not be cost-effective or beneficial to the people of California.
Please call us at(916) 939-2170 if you have any questions or require additional information.
Sincerely,
HORIZON ENVIRONMENTAL INC.
i
Gary D. arker B.
i Senior Project Manager A N&1935
OEMDO
=
Kenny B ateik OF C
Registered Geologist
C.E.G.
