The following
persons attended the meeting:
Michelle Nokes Discovery Chevrolet Margaret Lagorio PHS/EHD
Ken Mateik Horizon Environmental Jeffery Wong PHS/EHD
Gary Barker Horizon Environmental Lori Duncan PHS/EHD
Analytical results of soil and groundwater samples collected from the site reveal
the existence of petroleum hydrocarbon contamination in the soil and
groundwater. Concentrations of contaminants in the groundwater have
fluctuated (increased and decreased) since the monitoring wells were installed in
September 1994. The most recent soil sample results (February 1998) indicate
that the highest concentrations of soil contamination exist in the former
underground storage tank area (Sample S-10'-GP6) . It is the opinion of
PHS/EHD that the soil contamination in this area is continuing to release
contaminants to the groundwater. Therefore, active remedial alternatives must
be evaluated.
In accordance with the California Underground Storage Tank Regulations Title
23, Division 3, Chapter 16, Article 11 of the California Code of Regulations, a
Corrective Action Plan (CAP) should be submitted that contains a feasibility
study evaluating at least two remedial alternatives and that proposes the most
cost-effective alternative. Excavation of contaminated soils has proven to be a
viable remedial alternative in the Tracy area and should be considered for this
site. Once PHS/EHD approves the CAP and conducts public notification, the
A Division of San Joaquin County Health Care Services
