(Horizon) is writing this letter regarding the work which was scheduled <br /> to be performed as interim soil remediation associated with the former gasoline underground <br /> storage tanks (UST) at the above-referenced site. This work was formerly scheduled to be <br /> performed on December 30 and 31, 1995. During that time a winter storm moved through <br /> the area which prevented the work from being performed. Due to the cost incurred and <br /> associated with the preparation and scheduling it has been decided that attempting to perform <br /> this work during the winter months, when another storm could again occur causing <br /> postponement, this work has been postponed. <br /> In addition, due to recent changes in how UST fuel leak sites are viewed to affect <br /> groundwater, specifically the LLNL Report on Leaking Underground Storage Tank Cleanup <br /> and the response to this study by the State Water Resources Control Board (Walt Pettit <br /> memo dated December 8, 1995) it is our opinion that this site qualifies as a low risk site and <br /> that no further active remediation may be necessary. In addition, if monitoring data indicates <br /> that the dissolved hydrocarbon plume is stable or decreasing in concentration this site may <br /> qualify for closure with no further action.
