Box 388 Stockton, CA 95201-0388 <br /> (209) 468-3420 <br /> THOMAS J NOKES COPY <br /> 1650 PARK ST <br /> ALAMEDA CA 94501 JAN 11 1995 <br /> RE: DISCOVERY CHEVROLET SITE CODE: 2595 <br /> 1615 W 11TH STREET <br /> TRACY CA 95376 <br /> 1 <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed the December 7, 1994 Preliminary Environmental Investigation Report (preliminary <br /> report) submitted by GeoStrategies Inc. for the above referenced site. <br /> The preliminary report reviews the history of the site from the time of the tank removal to the <br /> installation and sampling of the monitoring wells. The conclusions of the report based upon all <br /> data to date is that the extent of soil and groundwater contamination in the area of the former <br /> nested gasoline underground storage tanks (UST's) is undefined and that there is no groundwater <br /> i <br /> or soil contamination in the area downgradient of the former waste oil tank. <br /> Section 2723 of Article 11 in Title 23 (the Corrective Action Regulations) of the California Code <br /> of Regulations (CCR) states that the preliminary site assessment phase shall comply with Section <br /> 2652 of Article 5 of the CCR. Section 2652 states in subsection (c)(8) that the report shall <br /> include the following information; "the method(s) of cleanup implemented to date, proposed <br /> cleanup actions, and a time schedule for implementing the proposed actions. The preliminary <br /> I report neglects to propose any cleanup actions. The preliminary report fails to comply with <br /> ' section 2652 of the CCR. <br /> PHS/EHD recommends that you submit an addendum to the preliminary report describing <br /> proposed cleanup actions and a time schedule for implementing the proposed actions. The <br /> proposed actions should address further assessment of, and removal or treatment of, documented <br /> soil contamination present in the former waste oil tank excavation; and further assessment of, <br /> iand removal or treatment of, documented soil and groundwater contamination present in the <br /> surrounding area of the former nested UST's. <br /> i Section 2652 (d) of Article 5 of the CCR states that until the investigation and cleanup are <br /> i complete, the owner or operator shall submit reports to the local implementing agency every <br /> three months or at more frequent intervals, as specified by the local implementing agency. <br /> A 1)oision or San.10ayuin CuLIMY Hcalth Care Scrcicca _ <br />
