--------------------------------
Former Discovery Chevrolet June 5, 1998
'T'racy,California Corrective Action Plan
A more efficient plan of excavation would be to excavate and remove soils in the area
indicated on the Excavation Plan(Figure 4). As previously indicated by the SJC PHSIEHD,
the removal of hydrocarbon-impacted soil in the immediate area of the former excavation
should suffice in reducing future impacts to the shallow groundwater beneath the site. The
area indicated on Figure 4 would remove approximately 450 cubic yards of soil, the majority
of which is hydrocarbon-impacted soil within the 1,000 ppm TPHg, 100 ppm TPHg, and 5,.,
ppm benzene isoconcentration contours.
Residual hydrocarbon-impacted soil at concentrations6ess than 5 ppm benzene would
remain in the soil after the completion of the excavation operations. Exposure risks to
humans and the environment from the remaining residual hydrocarbon-impacted soil would
likely be minimal.
The proposed disposal actions would involve trucking of the hydrocarbon-impacted soils to
`r a nearby landfill for disposal. At present, three landfills in the area that accept hydrocarbon-
impacted soil were contacted for disposal information. The Forward Inc. landfill outside of
Manteca in San Joaquin County and the Waste Management landfill in eastern Altamont
Pass in Alameda County are the two nearest landfills under the oversight jurisdiction of the
CRWQCB-CVR. The BFI landfill in eastern Alameda County is under the oversight
jurisdiction of the CRWQCB-SFB.
Preliminary costs for the excavation, removal, transport, and disposal of hydrocarbon-
impacted soil are estimated to be approximately $18,000 to $24,000. Preliminary costs
estimated for the backfilling and compaction of overburden and imported soils in the
excavation are estimated to be approximately $5,000 to $8,000. Preliminary costs for the
paving of the backfilled area are estimated to be approximately $4,000. Two episodes of
groundwater monitoring are estimated to be approximately $2,000. The preliminary total
cost for this soil remediation alternative estimated to be approximately $29,000 to $38,000.
3001-21.cap 11 HORIZON ENVIRONMENTAL INC.
