HORIZON ENVIRONMENTAL INC. �i Specialists in Site Assessment,Remedial Testing,Design and Operation September 16, 1998 Ms. Michelle Nokes Antioch Toyota 1810 Somersville Road Antioch, California 94509 Subject: Report on Corrective Action Activities Former Discovery Chevrolet L 1615 West 11th Street, Tracy, California Ms. Nokes: At your request, Horizon Environmental Inc. (Horizon) performed corrective action activities at the above-referenced site (see Figure 1). The corrective action work included scheduling subcontractors, obtaining permits, preparing a site-specific safety plan, performing project management and coordination, observing overexcavation and removal of gasoline-impacted soil in the area of the former tank pit area, performing soil sampling activities, collecting disposal characterization samples from the excavated soil, witnessing well abandonment activities, and preparing this report which presents field procedures, results, and conclusions subsequent to completion of the field work. The work was performed as described in the Corrective Action Plan (Horizon, June 5, 1998) for the site, and in accordance with the guidelines promulgated in the State of California Water Resources Control Board's Leaking Underground Fuel Tanks allFT) Manual, the Regional Water Quality Control Board's Tri-Regional Board Staff Recommendations for Prelimina Investigation and Evaluation of Underieround Tank Sites, and the San Joaquin County Public Health Services, Environmental Health Division(SJCPHS-EHD) guidelines. The subject site is a former automobile dealership located at 1615 11th Street in Tracy, California. The site is owned by Mr. Thomas Nokes and was formerly occupied by Discovery Chevrolet, and most recently by Tracy Chevrolet. Currently, the site is unoccupied. Site facilities include an auto showroom, a sales office, and service bays. Two 500-gallon gasoline underground storage tanks (USTs) were removed from a common excavation in the central portion of the site in April 1993. Locations of the above facilities and other pertinent site features are shown on the Site Plan(Figure 2). The purpose of the overexcavation work was to remove gasoline-impacted soil in the area of the backfilled former UST cavity and former product pipeline area as proposed in the Corrective Action Plan (Horizon, June 5, 1998) and approved by the SJCPHS-EHD letter of C June 1998. A copy of the SJCPHS-EHD approval letter is included in Appendix A, and a copy of the area excavated is shown on the Excavation PIan (Figure 3).
