PACIFIC
ENVIRONMENTAL
GROUP INC.
t I ! A,410: 48
October 6, 1995
Project 310-001.31
Ms. Mary Meays
San Joaquin County Public Health Services
Environmental Health Division
P.O. Box 388
304 Fast Weber Avenue
Stockton, California 95201-388
i
Re: Well Permit Variance Request
Former Unocal Bulk Plant 0788
8203 East 11th Street
Tracy, California
Dear Ms. Meays:
This letter has been prepared by Pacific Environmental Group, Inc. (PACIFIC), on
behalf of Union Oil Company of California (d.b.a. Unocal), to formally request a permit
variance for the installation of 15 vent, and 25 sparge probes at the site referenced above
(Figure 1). These driven points will be installed as part of Unocal's commitment to
remediate petroleum hydrocarbon-impacted soil and groundwater.
PACIFIC acknowledges California Well Standards Bulletin 74-90, and San Joaquin
County Development Title, Chapter 9-1115.3 and the Standards of San Joaquin County
Public Health Services, Environmental Health Division. PACIFIC realizes that
California Well Standards Section 9 C states "a minimum of two inches of sealing
material shall be maintained between all casing and the borehole wall, within the
interval to be sealed, except as noted in Section 9 of the Water Well Standards. At least
two inches of sealing material shall be maintained between all "casings" in a borehole, t
within the interval to be sealed unless otherwise approved by the enforcing agency. "
PACIFIC requests a variance to allow the installation of 1/2-inch (vent point) and
3/4-inch (sparge point) Schedule 40 PVC inside a 1-1/2-inch diameter steel drive pipe.
The vent points will have a total depth of 10 feet and will be screened from 4 feet to 8 to
10 feet (lithology dependent)below ground surface (bgs). The sparge points will have a
total depth of 14 feet and will be screened from 12 to 14 feet bgs. The upper two feet of
the seal for each probe will be hand augered to a six-inch diameter and filled with
2025 Gateway Place, Suite 440, San Jose,California 95110 (408)441-7500 FAX(408)441-7539
