This Work Plan was prepared in response <br /> to a letter from the RWQCB-CVR dated March 24, 2008 (Attachment 1). The proposed scope <br /> of work consists of advancing five soil borings to determine the current maximum soil <br /> concentrations at the site. The soil analytical data collected from the borings will determine if <br /> closure is warranted at this time. <br /> A brief discussion of site background, proposed scope of work, and schedule are presented <br /> below. <br /> SITE DESCRIPTION <br /> The site is a former bulk fuel storage plant located in a commercial area of the City of Tracy, <br /> California. Four aboveground storage tanks (ASTs) were reportedly constructed in 1918 in the <br /> western portion of the property. Two ASTs (19,500 gallons each in capacity) were used for the <br /> storage of diesel and super unleaded gasoline. The remaining two ASTs (20,000 gallons each <br /> in capacity) were used for the storage of regular leaded and unleaded gasoline. According to <br /> site personnel, a release occurred from the underground piping between the ASTs and the <br /> loading racks sometime during 1976 and was subsequently repaired. In 1976, liquid-phase <br /> hydrocarbons (LPH) were discovered during underground construction in the Southern Pacific <br /> Railroad right-of-way north of the site. The bulk plant is currently vacant and no longer in use. <br /> The ASTs have been removed. <br /> SECOR International Incorporated <br />
