1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: ' 1.1 Description of site: The project consists of two legal parcels. The subject Assessor's Parcel Numbers are 017-180-10 and 017-260-17. The project is in an agricultural area. The site contains an existing apple orchard. The parcel is zoned AG-40. ' 1.2 Description of Proposed Development: It is proposed to create two lots from the existing two parcels. Both parcels will contain 47.7 acres. The two parcels are being merged to create a parcel large ' enough to allow for a Minor Subdivision. In accordance with the San Joaquin County Development Title, this Surface and Subsurface Contamination Report(SSCR) is being submitted for approval. This report will investigate the property for visual or historical environmental contamination based on field observation, interviews with the owner, and County records. (This SSCR includes no chemical analysis). t1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). 1.4 Site Map: (See Appendix for Tentative Map). 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: ' 2.1 Discussion of Past,Present, and Proposed Future Uses: The primary source of information of the historic use of this property is testimony from the owner, Brett Lagorio. Mr. Lagorio was ' interviewed in June, 2018. The owner has owned the parcel for one year. The land use has not changed significantly under his tenure. It has been a parcel with an orchard for the length of his ownership. Presently the property has an orchard. The surrounding area is an agricultural area. Mr. Lagorio farms the orchard himself. All chemicals used in his farming operation are applied per the ' manufacturer's recommendation and under permit by the San Joaquin County Agricultural Commissioner's office (Permit Number 39-18-3900230) ' 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF CONTAMINATION: 3.1 Methods used to research: Methods used to research this parcel were records researched at the San Joaquin County Agriculture Commissioners office in May, 2018 (see appendix for results). An onsite survey was performed on June 11, 2018 by Joe Murphy of Dillon& Murphy. The San Joaquin ' County Environmental Health Department's underground storage tank mitigation database list did not yield any concerns. ' 3.2 Description of all past on-site potential and/or known above and below ground sources of contamination identified at the project site: Past on-site potentials for contaminations are low. The property has been an orchard for many years. Historically there have been no underground storage ' tanks. The owner has no knowledge of improper above ground storage of chemicals on the subject parcel. 1
