Submit to the Environmental Health Department revised site plans showing the location <br /> and configuration of any existing and proposed sewage disposal systems, along with the <br /> area required to be reserved for future sewage disposal repair/replacement (area for <br /> 100% sewage disposal replacement). The plans shall include the design calculations, <br /> including the maximum number of persons the sewage disposal system is proposed to <br /> serve. In addition, show on revised plans that the disposal field area will be barricaded so <br /> it cannot be driven over, parked on, or used as a storage area. This disposal field area <br /> must be used for that specific purpose only, and it cannot contain any underground utility <br /> lines (San Joaquin County Development Title, Section 9-1110.4(c)(5)). <br /> C. Construction of an individual sewage disposal system(s) under permit and inspection by <br /> the Environmental Health Department is required at the time of development based on the <br /> Soil Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, <br /> Section 9-1110.3 & 9-1110.4). <br /> D. EHD currently does not issue permit for surface water use for domestic or public water <br /> system; therefore construction of an individual domestic water well under permit and <br /> inspection by the Environmental Health Department is required at the time of <br /> development (San Joaquin County Development Title, Section 9-1115.3). <br /> E. Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water <br /> System Program, at (209) 468-0332, to determine if the existing well can be permitted as <br /> a public water system prior to issuance of building permits. If a public water system is <br /> required, applicant shall submit a Small Public Water System preliminary technical report <br /> to the California State Water Resources Control Board, Division of Drinking Water (Water <br /> Board) at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water <br /> system by the local primacy agency (EHD) is prohibited without the concurrence of the <br /> Water Board. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water <br /> system will be required by the EHD prior to sign off of the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br />
