PA-1100013 OF JEANNE BURKART <br /> (CIO JOSH BLEVINS) (APN: 023-080-15; ADDRESS: 21000 E ACAMPO <br /> ROAD, CLEMENTS) <br /> This project is a Use Permit for a 24,864 square-foot commercial horse training stable <br /> for a maximum of 20 horses. The stable will contain a riding arena, a training arena, <br /> fourteen stalls, a storage area, two restrooms, break room, office, tack room, staging <br /> area, and an upstairs living area for workers (Use Type: Stables-Commercial). The <br /> General Plan designation is AIG (General Agriculture) and the zoning is AG-40 (General <br /> Agriculture, 40-acre minimum). <br /> i <br /> This project is located on a flag lot that is on the south side of Acampo Road, one mile <br /> east of Clements Road, in Clements. <br /> The Community Development Department has reviewed the application and offers the <br /> following comments: <br /> i <br /> Surfacing <br /> The applicant submitted a request for a parking modification for surfacing of parking <br /> areas. The letter states, "the required paved surface can present a safety issue with the <br /> horses as they typically wear metal shoes and on a hard surface this combination can be <br /> slippery. A more appropriate material would be a 314-inch rock compacted over a <br /> prepared sub grade. The proposed ADA parking would still comply with the current <br /> planning code." <br /> Development Title Section 9-1015.5(e) states that all permanent parking lots (which <br /> include parking spaces, driveways, and maneuvering areas) in all zoning districts shall <br /> be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete to provide a durable and dust free surface.
