(COPY
March 21 , 1989 Ind.
1
William Conner
7600 Windmill Cove Road
Stockton , CA 95206
RE : Lost Isle Resort
Over the past 20 months Environmental Health Services has been
inundated with numerous complaints from you regarding the above
referenced facility. Our staff has diligently responded to these
complaints and ordered the necessary corrections within our
jurisdiction and legal responsibilities . Inspection reports,
photos and documented contacts are available in our file which are
public record .
In addition to the above described activities we have referred your
complaints on alleged conditions that involve the responsibility
of other agencies to that agency having legal authority to address
these issues ie: (CA Regional Water Quality Control Board and Army
Corp of Engineers ) .
Environmental Health Services has also conducted joint inspections
regarding your complaints with representatives of the San Joaquin
County Grand Jury , San Joaquin County Sheriffs Department and State
Department of Health Services (Environmental Health Program Section
and Public Water Supply Branch ) . The results of these inspections
were also provided for your information and are public record .
On one occasion environmental health staff met with you on the
island to discuss your complaints about the facility . You have
also requested and have been provided copies of our file records
regarding these investigation activities at the site.
Your latest letter dated 3-6-89 identifies the same alleged
problems addressed in 198B. Attached you will again find photos
of the leach lines associated with the new septic tank installed
under permit on 2-23-BB.
The water sample test results submitted by you and received B-9-88
were investigated by staff . The investigation results reported to
you at that time indicated that the septic liftpump appeared to
have been vandalized causing a leak in the system . The system was
repaired by the present owners and environmental health staff
obtained a sample of the water at the shoreline area. The sample
result did not indicate bacteria levels out of line with the normal
surface waters of the delta waterway .
