William H . Conner
7600 Windmill Cove Rd .
Stockton, Ca 9520}}
( 209) 1141T i rE
March 6, 1989
RE : Lost Isle Resort
Complaint Lodged a1 ' 1989
January 13 , 1989
Dear Sirs ,
I am writing this letter in response to a letter I re-
cieved from The San Joaquin County Health District dated
February 27 , 1989.
I carry the First Deed of Trust on a piece of property
known as Lost Isle . For two ( 2 ) years I have been compaininq
about the condition of the island , because of concern about
my investment , in addition to the health problems created .
On October 20, 1987, I complained about the septic flow-
ing into the swim beach. I met with The Board of Supervisors
and District Attorney , and felt the District Attorney ' s off-
ice primary concern was not the protection of the General
Public, rather it was the protection of the Health District .
On July 6, 1987 , I took a sample of water from near the
the septic system. It was highly contaminated , and the Health
District claimed the matter was taken care of . They cited a
law to sustantiate their claim but were unwilling to produce
written evidence of the law to me .
In addition , on December 17 , 1987 , a new septic tank was
installed at the house on Lost Isle. I have asked a number of
times for evidence to prove to me that a leach line or field
exists . Again , it seems , The Health District is unwilling to
produce this evidence .
In conclusion , until these matters are proven to me to be
resolved , you will continue to hear from me .
cc: Assemblyman Patrick Johnston Sincerely,
Supervisor Ed Simas
Dr .
