PACIFIC
ENVIRONMENTAL
GROUP INC.
December 1, 1994
Project 310-001.IB
Ms. Penny Silzer
Unocal Corporation
2000 Crow Canyon Place, Suite 400
San Ramon, California 94583
Re: Former Unocal Bulk Plant 0788
8203 East 11th Street
Tracy, California
Dear Ms. Silzer:
This report documents the results of an additional soil investigation performed by Pacific
Environmental Group, Inc. (PACIFIC), at the above referenced site(Figures 1 and 2).
iThe investigation was performed in accordance with a PACIFIC Work Plan, dated
August 8, 1994. The work plan was approved by Ms. Mary Meays of the San Joaquin
County Public Health Services Department-Environmental Health Division(S)HSD)
during a telephone conversation with PACIFIC on August 16, 1994.
The purpose of the investigation was to further characterize and delineate the lateral
extent of petroleum hydrocarbon impact to soils underlying the site so that the most
effective site remedial strategy may be implemented. The subsurface investigation was
accomplished using exploratory test pits for soil and groundwater sampling. Unocal
Corporation (Unocal) is currently considering two alternatives for site remediation:
(1) soil vapor extraction(SVE), and (2) soil excavation with on-site ex-situ
bioremediation,(landfarming).
BACKGROUND
SVE was previously recommended for the site in a remedial action plan(RAP) prepared
by PACIFIC, dated March 18, 1993. Because.the site was an operating bulk plant, only
in-situ technologies-were 'considered in the RAP. However, bulk plant operations ended
in December 1993,.and all aboveground storage tanks and loading racks were removed
from the site in September 1994. Because of these changed site conditions, ex-situ
remedial technologies are now considered a viable option for site remediation.
2025 Gateway Place, Suite 440,San lose,California 95110 (408) 441-7500 FAX(408)441-7539
