The onsite wastewater treatment system (OWTS) shall be designed to receive all domestic sewage <br /> and wastewater from the property. Only domestic sewage is allowed to discharge into the OWTS. <br /> No basement, footing or surface drainage or discharge from water softener, iron filter, pool filters, <br /> or water treatment systems shall be permitted to enter any part of the OWTS. (San Joaquin County <br /> OWTS Standards 1.10.1) <br /> a. Prohibited discharges into OWTS include: automobile and garage waste, storm drainage, <br /> solvents and toxics, solids, garbage, air conditioners, hazardous wastes, backwash, truck <br /> terminal wastes, recreational vehicle holding tank waste, industrial and manufacturing <br /> waste, and food processing wastes. (San Joaquin County Development Title, Section 9- <br /> 1110.7 and San Joaquin County OWTS 1.14). <br /> 7. The wastewater from lube and truck wash center shall go through a closed loop sand/oil separator <br /> and discharged to an above ground system approved by the Environmental Health Department. A <br /> registered engineer must design this system. The material collected in the above ground holding <br /> system must be analyzed for hazardous constituents prior to disposal. Specific test requirements <br /> may be obtained from the Environmental Health Department. The fee will be based on the current <br /> schedule at the time of payment. <br /> 8. Wastewater from fast food restaurant where food is prepared for public consumption shall be <br /> directed to grease trap before being directed to Onsite Wastewater Treatment System (OWTS). <br /> Grease trap shall be installed under permit and inspection by Environmental Health Department <br /> prior to issuance of building permit. <br /> 9. Submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board, Division of Drinking Water (Water Board) prior to issuance of building <br /> permits and at least six months before initiating construction of any water related improvement, as <br /> defined. The issuance of a permit to operate a small public water system by the local primacy <br /> agency [Environmental Health Department (EHD)] is prohibited without the concurrence of the <br /> Water Board. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water system <br /> will be required by the EHD prior to sign off of the certificate of final occupancy (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 through 116570. <br /> 10. Any existing wells or septic systems to be abandoned should be destroyed under permit and <br /> inspection by the EHD (San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). <br />
