PLANNE <br /> SUBJECT: REVISION OF APPROVED ACTIONS APPLICATION NO. UP-01-0009 <br /> OF CENTRAL VALLEY BAPTIST CHURCH (CIO PASTOR ERIC <br /> THARP) (APN: 204-020-04) (10948 S.AIRPORT WAY, MANTECA,) <br /> The applicant has submitted a Revision of Approved Actions application for Use Permit <br /> application No. UP-01-0009 of Central Valley Baptist Church. The proposed revision is <br /> to amend Community Development Department Condition 1.b. to allow for Phase II to be <br /> completed within fifteen years (rather than 5 years) from the original date of approval- <br /> Phase li includes demolition of an existing single-family residence and construction of a <br /> 24,000 square foot multi-purpose room (Use Type: Religious Assembly-Neighborhood). <br /> The project site is located on the east side of Airport Way, 2,000 north of Roth Road, <br /> north of Manteca. <br /> Il <br /> The project site has a General Plan designation of AIG (General Agriculture) and is <br /> zoned AG-40 (General Agriculture, 40-acre minimum). <br /> The Community Development Department has reviewed the proposed application and <br /> agency responses and offers the following comments. <br /> Background <br /> On .lune 14, 2001 the applicants filed Use Permit application UP-01-0009 for a <br /> Neighborhood Religious Assembly facility for a maximum seating capacity of 249 people <br /> to be built in two phases over five years. Phase One included the construction of a 6,400 <br /> square foot church building and Phase Two included the construction of a 24,000 square <br /> foot multi-purpose room and demolition of the existing single family residence. The <br /> application was approved by the Planning Commission on June 20, 2002 and a one-year <br /> time extension for the project was approved by the Planning Commission on February <br /> 19, 2004. The applicant completed Phase One of the project on February 1, 2008; <br /> however, Phase Two was never completed due to lack of funding and the downturn in <br /> the economy. <br />
