The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a 105- <br /> foot-wide rigot-of-way from the centerline of Airport Way to the property across the parcel's <br /> frontage. A$280.00 fee currently is required for processing, per Development Title Table 9- <br /> 240.2, in addition to a copy of the Grant Deed. The fee due will be based on the current fee <br /> schedule. The frontage_improvements for Airport Way shall be constructed in conformance with Special <br /> Plan No. SP=65-1 for one-half of a 210-foot-wide right-of-way street. The construction of the <br /> frontage improvements will be deferred upon execution by the owner of a Deferred Frontage and <br /> Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement <br /> Agreement vQith a deposit equivalent to the estimated construction costs prior to approval of the <br /> Improvement Plan. A$325.00 fee currently is required for processing, per Development Title <br /> Table 9-240!2, in addition to a copy of the Grant Deed and an estimate for the required frontage <br /> improvemerits. The estimate shall be prepared by a Registered Civil Engineer with a typical <br /> section drawing on a form to be supplied for the Department of Public Works and submitted to <br /> Public Works.for approval. As an option, Public Works will prepare the drawing and estimate for <br /> an additional fee of$140.00. The fee due will be based on the current fee schedule. <br /> (Development Title Section 9-1150.2) <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee<is due and <br /> payable at the time of building permit application. The fee currently is $176.84 per daily trip-end <br /> generated in the Stockton area. The fee shall be automatically adjusted July 1 of each year by <br /> the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-00-433) <br /> f. The Water Supply Facilities Impact Mitigation Fee will be required for this development. The fee <br /> is due and payable prior to issuance of the building permit. The fee currently is $456.00 per <br /> 1,000 gross square feet of building designated as Service Commercial. The fee.shall be <br /> automatically increased on January 1 of each year through the year 2005 at the rate of 7.66 <br /> percent. (Dqvelopment Title Section 9-818.4 and Resolution R-97-5) U <br /> g. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> h. Verification E611 be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upoh submittal of verification. <br /> i. Prior to occupancy of Phase II, a south-bound left-turn lane into the church facility shall be <br /> constructed on Airport Way. The lane shall be designed to Caltrans standards by a Registered <br /> Civil Engineer. <br /> a <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Larry Godinho, 468-0330) <br /> a. A soil suitability study/nitrate loading study, including the number of proposed parishioners and <br /> guests, which indicates that the area is suitable for septic tank usage must be performed prior to <br /> the issuance:of building permits (Development Title Section 9-1105.2[d]). A nitrate loading study <br /> is required, and a review fee of$445.00 must be paid at the time of submittal to the <br /> Environmental Health Department. <br /> The sewagedisposal system shall comply with the on-site sewage standards of San Joaquin <br /> County priorto approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice,,--or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel.
