UP-01-09 (SCH# 2002032003)
Dear Mr. Fisher:
The Department of Toxic Substances Control (DTSC) is in receipt of the California
Environmental Quality Act (CEQA) Negative Declaration (NEG DEC) for the above
referenced project. Based on information provided in the NEG DEG, the subject
property proposed for development as a church is currently comprised of a residence U11
and an orchard, with surrounding land uses including orchards, row crops, and dairy
activities. Given that the subject property and surrounding properties have been used
for agricultural purposes, DTSC strongly recommends that at a minimum additional
research be conducted on the history of the property to determine if pesticides may
have been used on the subject property or resulted from application of pesticides to
surrounding properties. Although DTSC does not regulate legally applied pesticides, if
pesticides have potentially been used historically on the subject property, we strongly
recommend that the site be tested for environmentally persistent organochlorine
pesticides such as DDT and metals before development of the subject property
occurs. The results of any testing that is conducted should be evaluated to determine
if constituent concentrations present in soils will be protective of workers involved in
development activities on the site, nearby residents, and future employees and visitors
of the church.
If you have any questions, lease contact me at -
P (916) 255 35$6.
Sincerely,
Steven Becker
Hazardous Substances Engineering Geologist
L
® Printed on Recycled Paper
