San Joaquin Valley RECIENF) <br /> Air Pollution Control District JUL 13 2001 <br /> Community Develol,, <br /> i July 10, 2001 <br /> Jeff Fisher f, d <br /> San Joaquin County , <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 t <br /> SUBJECT: USE PERMIT TO CONSTRUCT A CHURCH IN TWO PHASES (UP-01-9) , <br /> Dear Mr. Fisher: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. However, the construction phase of this <br /> project can generate emissions from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project is <br /> subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation <br /> VI ll is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air <br /> from man-made sources. The attached Synopsis highlights many of the requirements <br /> contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be <br /> a useful compliance aid in the field and office alike. <br /> The demolition of any existing buildings in the project area would require compliance <br /> with the National Emission Standards for Hazardous Air Pollutants (NESHAPS). <br /> Specifically, the primary air pollutant.of concern is asbestos. To ascertain whether this . <br /> project is subject to NESHAPS, the project applicant is advised to review the enclosed <br /> Asbestos - Compliance Assistance Bulletin, dated December 1994.
