San Joaquin Valley RECIENF) Air Pollution Control District JUL 13 2001 Community Develol,, i July 10, 2001 Jeff Fisher f, d San Joaquin County , Community Development Department Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 t SUBJECT: USE PERMIT TO CONSTRUCT A CHURCH IN TWO PHASES (UP-01-9) , Dear Mr. Fisher: The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed project and offers the following comments: The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Based on the information provided, it appears that this project will have a less-than- significant impact on the ambient air quality. However, the construction phase of this project can generate emissions from the movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and other related activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VI ll is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man-made sources. The attached Synopsis highlights many of the requirements contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the field and office alike. The demolition of any existing buildings in the project area would require compliance with the National Emission Standards for Hazardous Air Pollutants (NESHAPS). Specifically, the primary air pollutant.of concern is asbestos. To ascertain whether this . project is subject to NESHAPS, the project applicant is advised to review the enclosed Asbestos - Compliance Assistance Bulletin, dated December 1994.
