r :,c
ATTACHMENT 1
PROJECT DESCRIPTION
EXISTING OPERATIONS
The existing intermodal facility, which was permitted by a Use Permit granted by the County of
San Joaquin in 1992, covers approximately 109 acres and can handle 205,000 "lifts," defined as
the loading or unloading of a cargo unit, either track trailers(with wheels), or containers (without
wheels) to or from a rail car, per year. The existing facility uses 3 unloading tracks totaling
13,800 feet. Inbound and outbound cargo units are loaded and unloaded to rail cars by 4 rubber
tire gantry cranes, with one overhead"packer"to conduct the transfer operation.
Currently, the facility has 1450 on-site parking locations (ll x 53 feet) for cargo units, or"bays,"
and 57 parking spots for employees and guests (passenger cars), with no on-street parking. All
inbound and outbound cargo units are carried by tracks, which are processed through 9
manually-operated gate lanes. The existing operation includes an administrative office building,
two detention ponds for stormwater management, a septic system for wastewater management, a
crane service pad, a truck fueling pad,a maintenance shop building and unloading and support
tracks (for temporary staging of rail cars).
EXPANSION PROJECT
The proposed expansion project consists of the placement of aggregate base on compacted
subgrade over approximately 10.9 acres of real property at the current site of intermodal
operations as shown on the attached Site Plan for the staging/parking.of approximately 350
intermodal cargo units and creation of an internal access road. No structures are proposed and
no utilities would be needed. The pian includes an 8' high chain link: security fence, as well as
temporary light poles. The fence and light poles will provide for the secure and safe operation of
the storage lot. An on-site retention pond would be designed and constructed to provide for
increased runoff per County requirements.
1
#38852 v5 ATTACHMENT 1
