INITIAL.STUDY/ENVIRONMENTAL DOCUMENTATION <br /> JULY 2000 STOCKTON METROPOLITAN AIRPORT <br /> SPECIAL PURPOSE PLAN <br /> FSTOCKTON METROPOLITAN AIRPORT <br /> SPECIAL PURPOSE PLAN <br /> FF ENVIRONMENTAL DOCUMENTATION <br /> INTRODUCTION <br /> i <br /> LSA Associates, Inc. has prepared the following materials for the Stockton Metropolitan Airport <br /> Special Purpose Pian project in the County of San Joaquin. These materials are intended to be used <br /> by the County of San Joaquin and other agencies in their assessment of the project as it pertains to <br /> the California Environmental Quality Act(CEQA) and, if necessary,the resource and regulatory` agency permit processes. The CEQA lead agency for the roadway extension project approval is the <br /> i . County of San Joaquin. Figures I and 2 illustrate the project location. <br /> The Stockton Metropolitan Airport is located in an unincorporated portion of San Joaquin County in <br /> F the south Stockton area. The project area is bounded on the west by Airport Way, on the north by <br /> Arch-Airport Road, on the south by open space/agriculture and on the east by West Frontage Road. <br /> West Frontage Road extends parallel to the west side of State Route 99 (SR-99). <br /> F <br /> The proposed project is a Special Purpose Plan for the airport area, and is intended to address the <br /> details associated with future development surrounding the airport facility as envisioned in the <br /> Fpreviously approved Airport Master Plan. The Special Purpose Plan represents the next level of <br /> development entitlement for the area surrounding the airport. Included in the Special Purpose Plan <br /> are engineering, architectural and landscape architectural concepts, development guidelines and <br /> Fobjectives, and design standards that will guide project implementation. In addition to the Special <br /> Purpose Plan,the proposed project involves a text amendment to the County's Development Code <br /> and is applicable specifically to the Airport property. By amending the Development Code text, <br /> additional aviation related uses may be permitted in the public facilities zone of the Airport, subject <br /> ' to various approvals and conformities. <br /> F ENVIRONMENTAL REVIEW <br /> The proposed Stockton Metropolitan Airport Special Purpose Plan by the County of San Joaquin <br /> constitutes a"project" in accordance with the CEQA. Prior to approving the Special Purpose Plan <br /> project and Development Code text amendment,the County must provide environmental review in <br /> accordance with CEQA to assess the potential effects of the project, including mitigation where <br /> necessary. <br /> This Initial Study/Environmental Documentation has been prepared as the environmental <br /> Fi documentation in anticipation of determining that all potentially significant impacts from <br /> implementing the Special Purpose Pian can be mitigated to levels Iess than significant. Accordingly, <br /> a Negative Declaration is being considered to provide environmental review and clearance for the <br /> , project.
