INITIAL STUDY/ENVIRONMENTAL DOCUMENTATION <br /> JULY 2o0o STOCKTON METROPOLITAN AIRPORT <br /> SPECIAL PURPOSE PLAN <br /> As previously mentioned,the Special Purpose PIan is intended to implement the land use concepts <br /> and intensities,and future airport operations established in the Airport Master Plan that were <br /> previously approved by San Joaquin County in 1998. With Master Plan approval,the County <br /> Fit committed to a specific level of development potential for the airport area. Future land use <br /> projections for San Joaquin County,the City of Stockton, and the San Joaquin Council of <br /> Governments are predicated on those forecasts and are used to plan future highway facilities, water <br /> F and wastewater needs, air quality compliance,and other regional planning programs. The Special <br /> Purpose Plan,conversely, relies on the previous land use assumptions and development intensities <br /> established in the Master PIan, and predominantly focuses on the character and logistics of the future <br /> Fdevelopment.. Adjustments to the Master Plan assumptions have been incorporated into the Special <br /> Purpose Plan,consistent with the additional level of detail generated by the Special Purpose Plan. It <br /> should also be noted that a text amendment to the County's Development Code is proposed to permit <br /> aviation related uses in that portion of the Airport property that is designated/zoned for public uses, <br /> subject to a finding of consistency with the FAA Grant Assurances by the Community Development <br /> Director. <br /> The Master Plan established a total of 1,134.4 acres of Public(P), and 412.6 acres of Airport Multi- <br /> Use(AP/X)within the project area. Figure 3 presents the adopted General Plan designations for the <br /> Fproject site. Figure 4 illustrates the adopted Airport Master Plan layout plan. <br /> f The Airport Master Plan provided new aviation developments at the airport including relocation of <br /> the terminal, runway modifications,addition of new buildings and maintenance facilities, <br /> construction of new taxiways and aprons, relocation of radar facilities, approval of commercial and <br /> industrial land uses, and access to the Airport East Property. In addition,the Master Plan provided <br /> that, as the airport facility expands,a new terminal would be warranted upon serving one million <br /> F,� <br /> passengers annually. The Master Plan anticipates that development would be phased in over a <br /> 20-year period. <br /> FPrior to approving the Airport Master Plan(1998),the County certified an Environmental Impact <br /> Report(EIR)on the project disclosing the long-term impacts of implementing the plan. The EIR was <br /> prepared in accordance with CEQA review requirements with the County serving as Lead Agency, <br /> l a Since this project was prepared at a Master Plan level of detail,the EIR addressed the potential <br /> impacts from implementing the Master Plan at a Program Level of detail. Insufficient details <br /> regarding the Master Plan project components were available at the time to provide more detailed <br /> Fenvironmental review. As a result,the specific Master Plan features have warranted subsequent <br /> environmental review to ensure that all phases of the project, including planning,construction,and <br /> operation, are addressed. <br /> Additional specificity regarding the implementation of Master Plan land uses and concepts have been <br /> generated in conjunction with the proposed Special Purpose Plan. <br /> F <br /> RELATED ENVIRONMENTAL REVIEW <br /> FIn addition to the environmental review that was previously conducted for the Airport Master Plan, <br /> other projects within the general airport vicinity have also been approved, including associated <br /> environmental review.
