INITIAL STUDY/ENVIRONMENTAL DOCUMENTATION <br /> JULY 2000 STOCKTON METRO POLrrAN AIRPORT <br /> SPECIAL PURPOSE PLAN <br /> Arch Road/SR-99 Interchange Reconstruction <br /> The City of Stockton, together with the County of San Joaquin,the San Joaquin Council of <br /> Governments, Caltrans (State Department of Transportation), and the Federal Highway <br /> Administration(FHWA), are proposing to reconstruct the existing Arch Road/SR-99 interchange. <br /> E The purpose of the project is to improve non-standard geometry,enhance existing truck operations, <br /> alleviate existing and future congestion,and improve traffic safety by replacing the existing <br /> rinterchange with a high capacity, single point diamond urban interchange(see Figure 5). <br /> This project is needed to improve operations and safety of the existing Arch Road Interchange. <br /> Features associated with the existing design and ramp geometrydo not meet current Caltrans design <br /> standards. The proposed interchange project would provide exceptionally high capacity for <br /> movements to and from the west and would accommodate traffic projected to occur around the <br /> Stockton Metropolitan Airport. <br /> Environmental review for the interchange project was completed in 1999 for both CEQA and NEPA <br /> review processes. For the interchange project, both the CEQA and NEPA review processes required <br /> a"project level"of environmental review. Supporting the preliminary environmental documentation f <br /> , were a number of technical studies that evaluated the proposed interchange project as it affects <br /> specific environmental issue areas. These included analyses for noise, air quality, biological, cultural <br /> resources, hazardous materials,visual,water quality,socioeconomics, geotechnical and traffic <br /> forecasts and operations. <br /> The environmental document for the interchange project was prepared as an Initial <br /> Study/Environmental Assessment(IS/EA)for approval as a Mitigated Negative Declaration(MND) <br /> and Finding of No Significant Impacts(FONSI). With respect to CEQA, the Lead Agency was the <br /> City of Stockton who was responsible for reviewing the IS and adopting the MND. Similarly,the <br /> FHWA, with assistance from Caltrans, approved the FONSI for compliance with NEPA. <br /> 11 <br /> Qantas Lane Extension <br /> Qantas Lane is a local roadway that will ultimately serve as the western frontage road for SR-99 at <br /> ' the Arch Road/SR-99 interchange(see Figure 5). The Qantas Lane extension will also be a primary <br /> collector roadway in the Airport Master Plan and will serve mixed(primarily business/office park) <br /> uses in the Airport East development area. s <br /> s <br /> a In order to accelerate the extension of Qantas Lane to meet implementation timeframes for the airport <br /> and the interchange,the roadway extension project was included as a component of the interchange <br /> I IS/EA, and was also processed separately through the County.
