INITIAL STUDY/ENVIRONMENTAL DOCUMENTATION <br /> JULY z000 <br /> STOCKTON METROPOLITAN AIRPORT <br /> SPECIAL PURPOSE PLAN <br /> ENVIRONMENTAL REVIEW PROCESS <br /> This documentation will be circulated for public review and comment,together with a Draft Negative <br /> Declaration, for a period of 30 days. After public review has been completed,Responses to <br /> Comments on the Draft Negative Declaration will be prepared. Together,the Draft Negative <br /> Declaration and the Responses to Comments constitute the information to be considered by the lead <br /> agency(San Joaquin County). If the County determines the environmental documentation to be <br /> f adequate, including the determination that all potentially significant impacts can be mitigated to less <br /> than significant,the County will adopt the Negative Declaration, including mitigation measures, prior <br /> to making a decision on the Airport Special Purpose Plan. <br /> PROJECT DESCRIPTION <br /> The Stockton Metropolitan Airport is being developed as part of the County of San Joaquin's Airport <br /> F Multi-Use General Plan designation(AP-X Zone), a specific zone created to encourage flexible, <br /> creative development at the airport facility. In crafting the AP-X zoning,the County created a <br /> strategy that is designed to encourage imaginative, sustainable, and attractive alternatives to <br /> F conventional development patterns while allowing flexibility to respond to the changing demands of <br /> the marketplace and society. <br /> The Special Purpose Plan has been prepared to provide the planning and development guidelines and <br /> standards, regulatory procedures, infrastructure requirements, and financing strategy for the <br /> immediate and long-range development of the airport site in accordance with the intent of the 1998 <br /> Master Plan and the County and City General Plan Amendments. <br /> The Special Purpose Plan is made up of four chapters as follows: <br /> ' Design Guidelines and Development Standards <br /> • Approval Procedures <br /> • Financial Analysis and Implementation Strategies <br /> a Infrastructure Report <br /> Various technical studies and analyses have been prepared as support documentation for applicable <br /> Special Purpose Plan chapter summaries. <br /> Project Characteristics <br /> k The Special Purpose Plan addresses the development potential for four areas included within the <br /> airport site. These areas are(1)Airport East, (2)Airport South,(3)Air Metro Park,and(4)Airport <br /> West. Figure b illustrates the Development Area Illustrative Plan contained in the Special Purpose <br /> Plan which defines each development area. <br /> Each development area was originally included in the Airport Master Plan program (more or Iess), <br /> with the primary development potential directed towards Airport East.
