The proposed project is not located in an area susceptible to inundation <br /> by a seiche, tsunami,or mudflow. <br /> IX, Land Use and Planning: <br /> r = Would the project: <br /> a) Physically divide an established community? <br /> No impact. The proposed project will not disrupt or divide the physical arrangement <br /> of an established community. The Special Purpose Plan will have the same effect on <br /> the community as outlined in the Master Plan EIR. <br /> b) Conflict with any applicable land use plan, policy,or regulationulation of an agency <br /> Y <br /> with jurisdiction over the project(including,but not limited to the general plan, <br /> + specific plan local coastal program,or zoning ordinance)adopted for the <br /> purpose of avoiding or mitigating an environmental effect? <br /> No impact. The Special Purpose Plan is generally consistent with thereviousl <br /> P Y <br /> adopted Master Plan. With the exception of the airport terminal location,the uses <br /> and assumptions for development are consistent. The Master Plan proposed to <br /> relocate the terminal to Airport East,whereas the Special Purpose Plan retains the <br /> present location for the terminal. Approval of the Special Purpose Plan will retain <br /> the existing terminal location while also accommodating the objectives for terminal <br /> expansion. Table B displays the net difference in land use between the existing <br /> (1996)conditions and the proposed Special Purpose Plan. Also provided are the <br /> land use intensities from the previously adopted Airport Master Plan. Despite the <br /> minor intensities differences between the Master Plan and the proposed Special <br /> Purpose Plan,the Special Purpose Plan retains consistency with the County General <br /> Plan and Zoning designations. <br /> C) Conflict with any applicable habitat conservation plan or natural community <br /> conservation plan? <br /> No impact. The Special Purpose Plan will not conflict with any such plans. The San <br /> Joaquin Council of Governments Multi-Species Habitat Conservation and Open <br /> Space Preservation Plan provides interim mitigation strategies as well as long-term <br /> (when adopted)to address impacts to special status species.
