ISA ASSOCIATES,INC. INITIAL STUDY/ENVIRONMENCALDOCUMENTATION
,JULY sono STOCKTON METROPOLITAN AIRPORT
SPECIAL PURPOSE PLAN
law enforcement needs will be provided based on the demand generated. Increases
in airline passenger revenues and property assessments will adequately fund security
and law enforcement staffing and facilities commensurate with the Special Purpose
Plan.
iii) Schools?
No impact. The Special Purpose Plan will not have an effect upon or result in a need
for new schools. The Special Purpose Plan does not include uses that generate
students.
iv) Parks?
No impact. The Special Purpose Plan does not generate park demand (i.e., no
+ residential uses)and, therefore, will not have an effect upon or result in the need for
new parks. Nonetheless, three small park facilities will be provided within the
Airport East component that will serve as focal paints for relaxation, recreation and
gathering,as well as for storm water retention.
V) Other public facilities?
No impact. The Special Purpose Plan is not expected to affect any other
governmental services when compared with the adopted Master Plan.
I
XIV. Recreation:
a) Would the project increase the use of existing neighborhood and regional parks
or other recreational facilities such that substantial physical deterioration of the
facility would occur or be accelerated?
No impact. Unlike residential uses, the Special Purpose PIan will not generate
f
recreational demand nor create a need for park services. Therefore, the Special
Purpose Plan will not adversely impact existing nearby park and recreation facilities,
and will not cause physical deterioration of such facilities. Conversely, three small
new parks are proposed in the Airport East component of the Special Purpose Plan.
b) Does the project include recreational facilities or require the construction or
expansion of recreational facilities which might have an adverse physical effect
on the environment?
No impact. No new active recreation facilities are propose in the Special Purpose
P P P P u pose
Plan that will have an adverse physical effect on the environment.
XV. Transportation/Traffic:
A traffic impact analysis was prepared by Rajappan & Meyer Consulting Engineers,Inc., in
August 1999 which was updated in March 2000 and revised on June 14,2000. A total of 15
intersections, and 10 roadway segments were evaluated,as well as two segments of the SR-99
freeway, for existing conditions, and year 2015 With and Without Project conditions. Appendix B
presents the technical analysis.
7120/DO(P:1S1C0301Environmentaflinitial studympd)
44
