The City has some major concerns about this EIR, <br /> especially in light of the fact that the City of Stockton will be utilizing this document for the <br /> ` environmental review of its General Plan amendment. <br /> I � <br /> 1. (Page 3-9) The number and location of acres in the General Plan amendment need to be <br /> identified here and in the appropriate portions of this document. It needs to be clear that <br /> the General Plan designation for the sports park will remain Parks and Recreation; as a +� <br /> corollary to this, the County should not change its designation as there is no reason to do <br /> so and Would open up the possibility of other uses than a sports complex on that property. <br /> Also a`map of the City's General Plan for this area, including identification of the area <br /> proposed for a General Plan amendment, needs to be included. <br /> l 2. (Page 4-5) With development of the 38 acre expansion area, the airport operation will <br /> move closer to the existing regional sports complex. Although the impact of the airport on <br /> the sports complex may not be considered significant, it would be desirable to create some <br /> kind of landscaped/tree visual buffer between the terminal expansion area and the sports <br /> complex. This area could provide an opportunity for mass oak tree planting to address the <br /> loss of oak trees. Furthermore, with such an expanse of pavement proposed, the <br /> developer may want to consider installing PVC sleeving under the paving to connect the <br /> open space areas. PVC pipe is very inexpensive and existing sleeving may encourage <br /> p., future landscaping and may simplify future lighting concerns. etc. <br /> • 3. As a general comment, the utility related sections (water, storm, and sanitary) are <br /> substantially deficient and contain many inaccurate statements. Several of the issues <br /> Fq raised ;;by the Municipal Utilities Department (MUD) in comments to the Notice of <br /> t Preparation for this EIR have not been addressed or have been addressed insufficiently <br /> (a copy of these comments are attached).
