There is no <br /> such agreement that is applicable to this project. <br /> �-- 3) Page 10-6, 3rd paragraph <br /> The sentence "The City has contracted with the airport..." is not correct. The <br /> { -existing City-County Southern Water System Agreement is not applicable <br /> to this project. <br /> 4) Because the development area is contiguous with the existing city limit <br /> boundary, as a condition of water service by the City of Stockton, the <br /> owners of this property shall be required to annex the entire development i �] <br /> area to the City of Stockton, or create a separate County Service Area <br /> (CSA) which will assume all operation and maintenance responsibilities of <br /> the internal water system. This requirement needs to be addressed in the <br /> EIR. <br /> 5) As a result of the significant environmental impacts as described in <br /> comment nos. 3,4, and 10 above, the author needs to thoroughly discuss <br /> how the water supply needs for this project can be met. At present, and as <br /> expressed in our comments on the NOP, it is our opinion that the only viable <br /> j means of safely meeting these demands is to supply surface water via the <br /> construction of at least one new water well and the construction of the South <br /> y Stockton Aqueduct from the Stockton East Water District water treatment, <br /> plant. <br /> FC. The RWCF provides secondary and <br /> i tertiary treatment of wastewater, and following treatment, effluent is <br /> discharged into the San Joaquin River in accordance with the terms of a <br /> National Discharge Elimination System Permit issued by the Central Valley <br /> Regional Water Quality Control Board. <br /> F <br />
