The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, the District agrees that both short term construction <br /> -- related impacts as well as long term operational air quality impacts will occur as a result <br /> of this project. Even with the inclusion of mitigation measures, the air quality impacts <br /> can not be fully eliminated. Thus, this project will make it more difficult to meet state <br /> and federally mandated emission reductions and air quality standards. As a result, <br /> F, implementation of all feasible mitigation measures and adoption of a Statement of <br /> Overriding Considerations for adverse air quality impacts would be appropriate from an <br /> air quality perspective. <br /> Thank you for the opportunity to comment.
