.Y <br /> (APPLICATION—FLOOD VARIAN! vj,R _ 01 — 0 2 <br /> 1. There is good and sufficient cause for the Flood Variance. <br /> Elevating the hangar will require ramping for the aircraft. Due to the <br /> flat grade required for the aircraft to safely enter the hangar, the ramp <br /> would extend out a significant distance. The hangar will, naturally, be <br /> located in an area of the airport with several existing service facilities <br /> nearby to serve the aircraft, and relocation to another area is not <br /> allowable. The extended ramp would create a safety hazard for <br /> aircraft accessing the service facilities or the hangar, with the potential <br /> for disastrous collisions. <br /> 2. Failure to grant the Flood Variance would result in exceptional hardship to <br /> the applicant. <br /> Due to the constraints from existing airport facilities, placing the ramp <br /> into the proposed hangar in a manner, which does not create a safety <br /> hazard, is not ossible. It is doubtful that Federal aviation <br /> officials <br /> and local airport management would allow the construction of a <br /> facility with the potential for catastrophic incidents. Therefore, <br /> without a flood variance, construction of additional hangar facilities at <br /> the airport will not occur. <br /> ii <br /> I The Flood Variance will not result in increased flood height, additional !I <br /> threats to public safety, extraordinary public expense, create nuisances, <br /> cause fraud on /or victimization of the public, or conflict with existing local <br /> Iaws or ordinances. <br /> The hangar will be located in an area of shallow, low velocity, sheet <br /> flow flooding. Floodwater will gradually flow around the building <br /> without affecting flood elevations in surrounding areas. Without the <br /> ramp, the project will not create additional threats to public safety. <br /> This project will not create public expense or nuisances with or <br /> without the variance. There will not be any victimization of the <br /> public by building this hangar on airport property at the same <br /> elevation as other structures in the area, nor will the project conflict <br /> with existing San Joaquin County ordinances. <br /> 4. The Flood Variance is the minimum necessary,considering the flood hazard, <br /> to afford relief. <br /> Granting of the Flood Variance will not result in a significant <br /> deviation from the Flood Zone elevation, due to the project location <br /> within an AO flood zone of one-foot depth. However, the variance <br /> will eliminate the safety hazard created by the ramp needed if the <br /> hangar were to be elevated. The vented openings will not be required <br /> because the bottom of the vents will be at the estimated flood depth, <br /> and no flow through the vents will occur.
