m. , The subdivider shall agree to and shall -pay service fees <br /> for the County-provided utility services in an amount <br /> equal to the estimated fees for the period from the time <br /> the improvements are accepted until the effective date of <br /> assessment on the tax roll. Deposit of the fees shall be <br /> submitted at the time of acceptance of the facilities by <br /> the County (Subdivision Map Act Section 66493) . <br /> n. All utilities shall be underground except power <br /> transmission faczlit.ies of 35 KV or greater. Public <br /> utility easements shall be provided along the road <br /> frontage of the subdivision and as required by the public <br /> utility companies (Planning Title Section 9-9390) _ <br /> o. The fee shall be automatically adjusted <br /> July I, of each year by the Engineering Construction Cost �+ <br /> Index as published by the Engineering News Record <br /> (Resolution R-90-304) . <br /> q. Adjustment to improvements shall be made to provide for <br /> utility systems modifications to conform to County <br /> standards where the subdivision is to be recorded i.n <br /> phases (Planning Title Section 9--9353) . <br /> r. The Water Supply Facilities Impact Mitigation Fee will be <br /> required when the parcels are developed. The fee is due <br /> and payable at the time of building permit application. <br /> The fee currently is $x, 000. 00 per single-family dwelling <br /> unit. If there is no building permit required, the fee <br /> will be exempt. The fee shall be automatically increased <br /> an January 2 of each year at the rate of 6. 9 percent. An <br /> additional 3 . 5 percent shall be added to the fee upon <br /> payment for processing and administering the program <br /> (Resolution R-91-327) . <br /> S. Water meters shall be installed an all water services <br /> (Board of Supervisors order 3-91-530) . <br /> t. An Offer of Dedication of groundwater rights is required. <br />
